Land Use Master Plan

On April 2, the City Council adopted the following Land Use Master Plan: 

1) Introduction
2) Recommendations
3) Annexation and Implementation
4) Appendices


The Land Use Plan defines the future land use pattern and character of the community and will serve as a guide for the City’s long-range development. The plan will be used by Springboro City Council, its boards and commissions as well as staff as a guide for making planning, zoning and development decisions. Indirectly it will also assist the City in making long-range decisions on road and utility infrastructure and other community investments.


The Land Use Master Plan consists of a set of 16 policy areas, which are listed below and depicted in the PDF files posted here:

The policy areas outline existing conditions and issues, preferred future characteristics, preferred land use recommendations, open space and density requirements for these distinct areas of the City. The 16 policy areas reflect areas of the City that are similar due to existing land use and development patterns, location and proximity.

The Land Use Plan adopted April 2 replaces a similar document, the Comprehensive Land Use Master Plan, adopted in 1998. An update was needed due to the age of the plan, population growth and changes in development activity in the city.
